Keeping community assets alive

In order to achieve the much-sought-after community control, there needs to be a greater recognition and investment in local neighbourhood trusts which can help to mobilise local people and ensure local services have a truly local fit. There also needs to be some flexibility here. Some of the so-called ‘community assets’ such as leisure centres, are, in many cities, delivered by private companies and the opportunities for local people to become involved becomes quite complex. Communities will also have different priorities and will therefore want control of different services.
Providing the investment goes into local and democratic neighbourhood trusts, and local authorities have regard for these trusts when setting local service plans etc, we will see much more involvement and community control across a range of ‘public’ neighbourhood services.
Government can show they support the development of ‘meaningful’ local involvement and control by setting local authorities LAA targets on the number of services delivered in this way, the proportion of budgets set using participatory budgeting and the number of neighbourhood trusts involved.

Without a real shift in power to a local level there can be no progress and people will continue to feel alienated.

Taxation could be shifted to the local level, Land Value Tax could replace council tax providing a fairer deal for all. Income tax could also be administered locally.

Services provision could be taken over by councils or community groups, reducing the need for the central state and empowering local people.

Municipal firms could even take over health, public transport and utilities in areas where people wanted them to do so.

for a start we have to stop PFI projects, privatisation of services and facilities and contracting out and this includes what is happening in education to schools outside of local authority control. None of this has any local or democratic accountability or offers value and input for the communities that use them. It is asset stripping pure and simple. Most consultation on such local issues in my experience is bureaucratic and only serves the end game plan of the “people” coming up with the scheme in the first place.
Local people need to be given a real say and until then people and communities will not re-engage with politics or community issues in any meaningful way. Politicians and councils need to be accountable to people and our communities via neighbourhood boards that have real influence and control of budgets. So yes as others have stated, finance and taxation is an issue too.
